Jo Ellen Berger

Jo Ellen Berger, 78, of Guilderland, passed away on December 13th, 2025. She was born on June 10, 1947 in North Little Rock Arkansas, the daughter of the late Joseph John and Betty Lou Tiernan. She is survived by her long term companion, Richard A Welch, sister Patricia Dunlap of West Monroe, La as well as several nieces and nephews and great nieces and nephews.

After graduation from Ouachita Parish High School Jo was employed by Southern Bell Telephone Co and NY Telephone Co. She attended several colleges and a university for her undergraduate degree in Political Science. She graduated in 1983 from Albany Law School of Union University. After admission to the bar, she practiced law at Shanley, Sweeney and Reilly for a brief time. Jo was then employed by the New York State Office of General Services Design and Construction as an administrative law judge as well as the Dept of Social Services and Dept of Health as a Senior Attorney. She retired from state services in September 2010.

Services will be private.
