Born in Albany on March 1, 1941 as the second child of John A. Penney and Vivian Tetrault Penney, he remained a lifelong resident of the city of Albany. Richard spent much of his childhood raised by his father and stepmother, Margaret (Peg) Killelea Williams Penney.

Though he was challenged by disabilities, Dick will be remembered for his courage to live independently and freely. Richard was a regular attendee of the Blessed Sacrament Catholic Church in Albany.

His burial service will be private at the St. Agnes Cemetery in Menands.
